Background

The Forest Stewardship Council (FSC) is a trusted forest certification system that works across more than 80 countries. Their mission, promoting responsible management of forests, depends on digital infrastructure to track certifications, verify supply chains, and coordinate with thousands of stakeholders including forest managers, manufacturers, retailers, and certification bodies.

FSC needed to modernize their digital tools to handle the growing complexity of global forest certification. The existing systems were fragmented, with separate databases for different regions and certification types. Data exchange between certification bodies and FSC was largely manual, creating delays and increasing the risk of errors in compliance tracking. The organization needed unified systems that could scale with their expanding global reach while maintaining data integrity.

Technical approach

We worked with PHP and Drupal as the foundation for the public-facing web platform and content management system. Drupal's flexible content architecture suited FSC's need to manage complex, multilingual content across dozens of country-specific pages, certification standards, and stakeholder resources.

PostgreSQL was chosen as the database for its strong support for complex queries, JSON data types for flexible schema areas, and transaction handling needed for certification data integrity. Docker containerization standardized the development and deployment pipeline, ensuring consistency across development, staging, and production environments.

REST APIs connected FSC's various systems: the certification database, the supply chain verification tools, and the public-facing website. API versioning and documentation enabled third-party certification bodies to build their own integrations.

Implementation details

The certification management module handled the lifecycle of forest management and chain-of-custody certificates. Each certificate tracked the certified entity, scope of certification, audit history, and current status. Automated notifications alerted stakeholders when certificates approached expiration or when audit findings required action. The system maintained a complete audit trail of all status changes for regulatory compliance.

Supply chain traceability was implemented through a claims and transactions system that tracked certified material from forest to final product. Each transaction recorded the volume, product type, and certification claim, creating an unbroken chain of documentation. Validation rules automatically flagged discrepancies, such as output volumes exceeding input, for investigation.

The stakeholder coordination platform provided role-based access to certification data. Forest managers could submit audit documentation and track their certification status. Certification bodies could manage their assigned audits and submit findings. Retailers and manufacturers could verify their suppliers' certification status through the API. Each role saw only the data relevant to them through granular permission controls.

Multilingual support was necessary for a global organization. The platform served content in multiple languages with a translation workflow that routed new content through regional teams for localization. Drupal's translation module was extended with custom workflows to handle FSC's specific approval processes.

Outcomes

The platform supports FSC's mission to protect forests through certification. The unified certification database eliminated data silos and reduced processing time for certificate changes. The API-based architecture enabled data exchange with certification bodies, replacing manual processes that previously took days with automated flows completing in minutes. Stakeholders across the supply chain gained self-service access to verification tools. This reduced administrative overhead and gave buyers faster access to certification data when making purchasing decisions.
